transferred to a separate Department. As regards land work,

the disposal of lots of land is so intimately connected with

the laying out of roads and the provision of means of drainage

and water supply that to separate it from the Public Works

Department would afford but little relief and would necessitate

a great deal of cross-reference and correspondence which is at

present avoided.

The dealings in land outside what may be called the

urban area are very limited.

In the event, however, of any large scheme

of the improvement of the City of Victoria being undertaken,

I am of opinion that either a separate sub-department of the

Public Works Department will have to be formed for the purpose

of devising and carrying out such improvements, or that, as

in other cities, a Trust Corporation will be found necessary

to undertake the work.
